ABOUT NEW HOLSTEIN MUNICIPAL AIRPORT

Established in 1960, New Holstein Municipal Airport has undergone several transformations over the years to serve the surrounding communities as a vital resource for a variety of economic and transportation activities. Located in east central Wisconsin, approximately 10 miles east of Lake Winnebago, the airport provides visitors with several amenities, including a state-of-the-art terminal building, a fixed base operator (FBO), and numerous hangar and tiedown facilities for aircraft storage. For pilots, the airport provides a dual-runway system: Runway 14-32 (3,600 feet by 75 feet) is constructed of asphalt and Runway 04-22 (2,951 feet by 250 feet) consists of turf. 

Despite its relatively modest size, New Holstein Municipal Airport plays an important role in connecting the communities it serves to the broader region. The airport continues to facilitate travel for residents and visitors, offering convenient access to nearby attractions and destinations, including the annual EAA AirVenture Oshkosh event, approximately 20 miles west of the airport. Overall, New Holstein Municipal Airport stands as a testament to the enduring spirit of aviation and plays a critical role in the fabric of the communities it serves. With the airport’s blend of history, location, and amenities, it continues to grow and prosper, serving as a gateway to adventure and opportunity for all who visit. 

A Master Plan is...

  • A comprehensive, long-range study of the airport and all air and landside components that describes plans to meet FAA safety standards and future aviation demand.
  • Recquired by the FAA to be conducted every 7-10 years to ensure plans are up-to-date and reflect current conditions and FAA regulations. The last Master Plan was completed in 2003.
  • Funded by the FAA through the Airport Improvement Program (AIP) at 90%, with the remainder split between the City and the Department of Transportation (WisDOT).
  • A local document that will ultimately be presented for approval by the City of New Holstein. The FAA approves only two elements of the Master Plan, the aviation demand forecasts and Airport Layout Plan (ALP) drawing set.
  • An opportunity for airport stakeholders and the general public to engage with the consultant and aviation department on issues related to the airport and its current and future operations, and environmental and socioeconomic impacts. Two (2) public information workshops will be conducted throughout the Master Plan process to facilitate this public outreach effort.
A Master Plan is...

A Master Plan is NOT...

  • A guarantee that the airport will proceed with any planned projects. Master Plans are guides that help airport staff plan for future airport development; however, the need/demand for certain projects might never materialize.
  • A guarantee that the Airport or the FAA will fund any planned projects. Project funding is considered on a project-by-project basis, requiring appropriate need and demand. Certain projects may require the completion of a benefit-cost analysis.
  • Environmental clearance for specific projects. The Master Plan includes an environmental overview that identifies potential environmental sensitivities per the National Environmental Policy Act of 1969 (NEPA); however, most planned projects will require a separate NEPA study (environmental impact statement/environmental assessment/categorical exclusion) prior to construction.

PUBLIC INVOLVEMENT

The approach to involving the community and airport stakeholders is multifaceted. Two (2) public information workshops will be held during the master planning process. These workshops, which will be conducted in an open-house format, will allow the public and airport stakeholders to participate with the airport master plan team and ask any questions they may have about the New Holstein Municipal Airport Master Plan. The workshops are typically scheduled in the early evening to accommodate those heading home from work and others who can attend after dinner.

The dates and times of the workshops will be advertised locally and posted on the this website. The airport master plan website can be accessed directly at https://newholstein.airportstudy.net.

Any interested citizen or airport stakeholder is encouraged to provide comments and suggestions to the airport master plan team. Comment sheets will be provided to the PAC and at the public information workshops. Citizens and airport stakeholders can also send comments through the Comments Form at the bottom of this website.
